The National Smart City Pilot Work Report for 2015 is based on the work done by the Ministry of Housing, Urban and Rural Construction (including the Ministry of Science and Technology) in the field of Smart City in 2015, and the contents of the annual summary report submitted by provincial departments and pilot cities in the Pilot Management System.  
 
The report points out that in 2015, 66 new key projects have been completed, and the overall progress of all pilot cities is 63.4%. The number and overall progress of completion are higher than those of the previous two years. More than half of the pilot cities have carried out the construction of public information platform, and the overall progress is about 51.4%. Less than half of the pilot cities have carried out the construction of public basic databases, with an overall progress of about 49.2%. Li Xun, Vice President of China Urban Planning and Design Research Institute, said at the meeting that advanced ideas are the foundation of planning. Green city, smart city, humanistic city, low-carbon city, ecological city, sponge city, resilient city and other urban development concepts have become new concepts and trends that conform to the development of modern cities in this period. Liu Chaohui, the executive vice director of Digital City Engineering Research Center of China Urban Science Research Association, takes "Urban Planning Challenges in the Context of Smart Cities" as the theme, and explores that urban change will bring about reconstruction of planning theory, analysis method and planning means. He said that the city is undergoing profound changes, virtual urban space replaces traditional urban space, virtual space and physical space are integrated with each other, and the organization of social and economic activities is undergoing changes. The traditional concept of location has changed. The perception, control and collaboration of smart cities have weakened the influence of traditional location factors; the service scope of services and facilities spans the constraints of spatial distance; the service scope may be disconnected from space; and people have the ability to work anywhere. In addition, virtual space realizes social remodeling, and individual spatial behavior is changing. "The challenge in the challenge is that you can't imagine what the city will be like in the future." Liu Chaohui said.  
 
In this process, urban planning is facing many challenges, such as technical capacity deficiencies, loss of professional technology threshold, hidden planning decision-making power being challenged, urban planning disconnection, etc. "In order to maintain its legitimacy and cope with the urban changes arising from technological development, urban planning specialty must make changes."
