Inventory of Smart City Events in the First Half of 2015

Since 2015, the wave of smart city construction has been advancing step by step, with strong attacks. On the one hand, the country's favorable policies for smart city industry have been coming frequently, covering 2025 of China's manufacturing, intelligent medical treatment, intelligent transportation, Internet +, big data, cloud computing and so on. With all our efforts, we all want to get a piece of the cake. The fierce "war of war" also promotes the construction of smart cities to usher in the golden age.  
 
At present, 2015 is half way through. Looking back on the first half of the year, there are many favorable policies and news events in the industry of smart cities, which have extremely important guiding and guiding significance for the future development of smart cities in China, and it is worth reading carefully again. At this moment, we might as well take stock and sort it out together, in order to look forward to the new trends of smart city industry in the second half of 2015.  
 
Event 1: Smart Cities First Write Report on Government Work at the National Level
 
In the report on the work of the government in 2015, when talking about urban construction, Premier Li Keqiang said that he wanted to develop smart cities, protect and inherit history and regional culture, and increase public facilities construction. This is the first time that the term "smart city" has been written into the government work report at the national level, which has aroused great concern from all walks of life.  
 
Under the background of new urbanization construction, building smart cities has become an irreversible trend to solve urban development problems and achieve sustainable urban development in China. Intelligent city is an important carrier of national strategy such as urbanization, industrialization and informatization, and the only way to achieve the national strategic goal.  
 
Event 2: The establishment of Intelligent Manufacturing by the Leading Group of Building a National Manufacturing Power has attracted much attention.
 
On June 24, the General Office of the State Council issued a circular on the establishment of a leading group for building a strong manufacturing country. The leading group was headed by Vice Premier Ma Kai of the State Council, Minister Miao Wei of the Ministry of Industry and Information Technology, Deputy Secretary-General Xiao Yaqing of the State Council, and Deputy Director of the Development and Reform Commission, Lin Nianxiu. The main responsibilities of the group are to coordinate the overall work of building a strong manufacturing country, to consider major plans, major policies, major projects and major work arrangements for promoting the development of manufacturing industry.  
 
According to the "Made-in-China 2025 Plan" published earlier, the state will focus on breaking through ten major areas, namely, the new generation of information and communication technology industry, high-end CNC machine tools and robots, aerospace equipment, marine engineering equipment and high-tech ships, advanced rail transit equipment, energy-saving and new energy vehicles, electric power equipment, and new technology. Materials, biomedical and high-performance medical devices, agricultural machinery and equipment.  
 
Event 3: The Ministry of Housing and Construction announced the third batch of national pilot lists of smart cities.
 
On April 7, the Ministry of Housing and Construction and the Ministry of Science and Technology jointly issued the Circular on Publishing the List of National Intelligent Cities in 2014 (hereinafter referred to as the "Circular"), identifying 84 cities (districts, counties and towns) such as Mentougou District in Beijing as new pilot projects for national intelligent cities in 2014 and 13 cities (districts and counties) such as Zhengding County in Shijiazhuang City, Hebei Province. In order to expand the scope of pilot projects, 41 projects undertaken by Aerospace Star Technology Co., Ltd. and other units are special pilot projects for national smart cities in 2014. With 193 cities published in the first two batches, up to now, there are nearly 300 pilot smart cities in China.  
 
Event 4: The outline of the National Medical Service Planning falls to the ground, and the wisdom of the medical industry is in full swing.
 
 
 
On March 30, the General Office of the State Council officially issued the National Outline of Medical and Health Service System Planning (2015-2020) (hereinafter referred to as the Outline). The outline shows that in the next five years, China will launch the Healthy China Cloud Service Plan, actively apply new technologies such as mobile Internet, Internet of Things, cloud computing and wearable devices, promote health information services and intelligent medical services benefiting the whole people, promote the application of big health data, gradually change service modes and improve service capabilities. Management level.  
 
At the same time, the state will also strengthen the construction of population health informationization. By 2020, the three databases of population information, electronic health records and electronic medical records will basically cover the whole population and update the information dynamically. We will build an interconnected health information platform at the national, provincial, municipal and county levels to realize the interconnection and business collaboration of six business application systems, namely, public health, family planning, medical services, medical security, drug supply and comprehensive management. In addition, the outline has made it clear to popularize the application of resident health cards by 2020, actively promote the integration of resident health cards with social security cards, financial IC cards, citizen service cards and other public service cards, so as to realize "one-card" for medical treatment.  
 
Event 5: China will compile and implement the 13th Five-Year Development Plan for Software and Big Data Industries.
 
Miao Wei, Minister of Industry and Information Technology, said at the opening ceremony of the 19th China International Software Exposition on May 27 that the Ministry of Industry and Information Technology would compile and implement the 13th Five-Year Plan for the development of software and big data industries, optimize the development environment of software industry, support the cross-border integration of software enterprises and industrial enterprises, and promote industrial software and industrial control. The R&D and industrialization of key technologies such as system, industrial Internet and intelligent vehicle will promote the healthy development of software industry, accelerate the construction of safe and reliable information system, and comprehensively improve the comprehensive ability of information security.  
 
Miao Wei said that the world is entering a new economic development period dominated by the information industry, and "software definition world" is becoming a consensus of all parties. Whether it is based on the "Internet +" network, platform, intelligent modern service industry, or industrial interconnection to promote industrial transformation and upgrading.
